Dehradun: Chief Minister Mr. Trivendra Singh Rawat has congratulated the people of the state on the 71st anniversary of the country’s Independence.

In his message issued on the eve of the Independence Day, Chief Minister, while saluting the freedom fighters, extended his greetings to the armed forces, para military forces, other forces engaged in internal security, police officials and police personnel. On this occasion, he also remembered all the known and unknown martyrs of the Uttarakhand Statehood Movement. Chief Minister has said that in the last 70 years, India has come a long way. Now we have to realize honorable Prime Minister Mr. Narendra Modi’s dream of New India. To ensure the participation of Uttarakhand in the New India, we have been engaged in the service of this state since last one and a half years.

Chief Minister said that the day they formed government, zero tolerance policy has been adopted against corruption. He said that SIT investigation was conducted in the NH 74 land scam that took place during the tenure of the previous government. As many as 22 people involved in the scam are in jail. Apart from this, fair investigations into the scholarship scam, teacher recruitment scam, food scam and SIIDCUL scam are underway.

Investigating agencies have been given free hand. Our government has implemented Transfer Act. The E-tendering system introduced in mining and other department is increasing the revenue collection immensely. Progress of the departmental schemes is being monitored through CM Dashboard. Empowering the Right to Service Act, 162 new services have been added in it, taking the total number of services to 312. In the last one and half year, a dialogue has been initiated with every section of the society.

Chief Minister said that our per capita income has increased by Rs. 16,177 in the financial year 2017-18. The rate of economic development has also increased. Our average, pertaining to income, is better than national average. We have laid special focus on the development of the rural areas. He said that in peas farming, Ghes village of Chamoli district and in aromatic plants farming, Peeda cluster of district Pauri, are ideal examples. In the last one and half years, 71 remote villages have been provided electricity, which were in darkness even after 70 years of Independence.

Growth centres at every Nyaypanchayat level have been envisaged. So far, 103 growth centres with lead products in the state have been identified. Villages of Ghes and Himani in district Chamoli and village Pipalkot in Pithoragarh have become digital village. Prime Minister Mr. Narendra Modi has given a big gift to the farmers by announcing a historic increase in the Minimum Support Price (MSP) of Kharif crops. Thousands of the farmers in Uttarakhand are getting its direct benefit. With the aim of doubling the income of the farmers by the year 2022, the government is working with new and modern thinking in the fields of farming, horticulture, aromatic, floriculture, animal husbandry, dairy and pisciculture. In order to connect the five lakh farmers of the state with organic farming, Rs. 1500 crore project has been approved.

Chief Minister said that work of the All Weather Road is progressing fast. Rishikesh-Karnaprayag railway line work has been started. Under the first phase of the ‘UDAAN’ project, air services are being started from Pithoragarh, Chinyalisaur, Gauchar, Haldwani and Sahastradhara from October 4.

Under the Super-30 and Super-50 scheme, free coaching for competitive examinations like IAS, NDA and IIT is being given to students. For the first time, the plastic engineering institution CIPET has been established in the state. Here, the students will get 100 per cent placement. National Institutes of Fashion Technology and Hospitality University will also be started in the state with the support of Center. The country’s first Drone Application and Cyber Security Center has been set up in Uttarakhand.

Start-Up policy has been brought in order to provide the right platform to the youth. Our aim is to start 200 Start-Up by year 2020. There has been an attempt to overcome many challenges in the field of health. We have deployed around one thousand doctors and have sent most of them in the hill areas. We are going to start one of the biggest health schemes of Uttarakhand – Ayushman Uttarakhand.

Under the scheme, all the 27 lakh families of the state will get annual health cover of Rs 5 lakhs, which will be borne by the state government. Online registration has been started in 43 hospitals of the state. Through Tele Radiology, X-Ray, CT Scan, MRI and Mammography services are being provided in 35 medical centres in remote areas. Work to set up ICU in all the district hospitals has been started. First ICU has been established in the Pithoragarh district hospital.

To provide affordable medicines to the public, against the approved 100 Jan Aushadi Centres by the Centre, 106 such centres have been set up. Apart from this, in principle approval of 100 additional Jan Aushadi Centres has been given. Under the Pradhan Mantri Matri Vandana Yojana, 12 thousand 160 women have been provided amount of Rs. 5000 per woman through DBT. Chief Minister said that this year record number of pilgrims have come for the Char Dham and Hemkund Sahib Yatra.

Tourism, which has remained confined to selected centres of the state, has been taken to villages. Five thousand home stay are being made by the year 2020. By giving industry status to the tourism, new doors of possibilities have opened. Work to set up 13 new Tourist Destination in 13 districts has been started. We have created a favourable atmosphere for films in the state. The fees being taken for the shooting of films has been waived off. Filmmakers are getting permission to shooting through single window clearance system.

We have also been declared “Most Friendly State for Film Shooting” by the Government of India. With the shooting of the films, people are getting employment at local level. It is a matter of proud that in the dignified presence of Prime Minister Mr. Narendra Modi on International Yoga Day, 55,000 people practiced yoga in Dehradun. Through the Yoga, a message of reconciliation and peace went to the entire world from Devbhoomi.

Chief Minister said that without empowering women, we cannot imagine a prosperous Uttarakhand. Under the ‘Beti Bachao-Beti Padhao’, mothers giving birth to girls have been given Vaishnavi kit. Under the Sparsh Yojana, sanitary pads are being provided to girls at a very low cost.

Through the Devbhog Prasad Yojana, the women are being empowered economically. Women from Badrinath have sold Prasad worth Rs 19 lakh last year and earned a profit of Rs 9 lakh. This year, alone in Kedarnath, Prasad worth Rs 1 crores has been sold by the women. The said scheme is being implemented in 625 big temples of the state.

Chief Minister has said that by coordinating with the Central Government to make Uttarakhand self-reliant in the field of energy, efforts are being made to restart environment-friendly projects. Efforts are being made to boost the power generation through small hydro power projects.

Electricity has been provided in all the 15,745 revenue villages of the state.  In all the categories, the electricity rates are lowest among all the states of the North India. A public campaign for the rejuvenation of Rispana river in Dehradun and Kosi River in Almora has been started. For the rejuvenation of Rispana, 2.5 lakh trees were planted in just one day. Similarly, 1.67 lakh trees were planted on the Kosi riverside in one day, which is a record.

Keeping the environment in mind, polythene in the state has been completely banned from August 1. It is being expected that ban on polythene will also get the support of the people, as it was in the case of Mission Rispana. Construction work of Suryadhar lake has been started in Dehradun. From the Song water, target of gravity based water supply in Dehradun has been set. The initiative of Swachhta Campaign in the state has been given the status of Best Practices by the union government. Along with the rural areas, the urban areas of the state have been made Open Defecation Free (ODF).

Chief Minister said that special attention has been given to improve the financial management of the state. As a result in the first quarter of 2018-19, there has been 33 per cent increase in stamp and registration fees as compared to the previous year. Similarly, there has been increase of 74 per cent in the forest department revenue and mining revenue increased by 90 per cent.

Uttarakhand has immense potential of investment in tourism, Ayush, wellness tourism, pharmaceutical, automobiles, agriculture, horticulture and food processing. Our goal is to attract investment of 40 thousand crore in these areas. For this, first Investors Summit of Uttarakhand is being organised. Honorable Prime Minister will inaugurate the Investors Summit in Dehradun on October 7. For the convenience of the traders, the GST system has been made more simplified and better.

Chief Minister said that continuous efforts are being made to strengthen the disaster management system in the state. In case of the disaster, there has been considerable improvement in our response time. In order to provide relief to the disaster affected people, in the case of the damage to the house and shop, additional assistance of Rs 1 lakh is being given to the affected person from the Chief Ministers relief fund.

Chief Minister said that being the Chief Minister of the state having large number of serving and ex-servicemen, he has some responsibilities towards his soldier brothers. In order to redress the problems of the soldiers, ADM level nodal officers have been deputed in all the districts of the state. On the martyrdom of the soldiers from the military and para-military forces, the state government is providing employment to the dependent of the martyr on the basis of the educational qualification.
